The Impact of Culture on Human Resource Quality Management in Libya "A Theoretical Field Study"

This study aimed to identify the impact of culture on human resource quality management in Libya. The problem of the study revolves around cultural differences, which sometimes lead to differences in the acceptance of policies or administrative methods among different societies. This may also lead to differences in the success or acceptance of the implementation of a policy, method, or measure between one culture and another. To achieve this goal, a field study sample was drawn from three groups: one belonging to a government administrative unit in the city of Benghazi; the second belonging to a major contracting company in the public business sector; and the third belonging to a major private sector industrial company. The descriptive approach and analytical survey methods were used in this study, which concluded that there is a relationship between human resource quality and local culture. All research hypotheses were partially accepted, as there is no relationship between the quality of recruitment and local culture.
