The Holy Quran does not view psychological states as the result of stored complexes and shortcomings. Rather, its view stems from the all-knowing human nature, which may be affected by the influences of desires and whims. The person who adheres to the guidance of the Quran works to rid himself of these influences and adheres to the virtues that are in harmony with that nature. The Quran controls the instincts that conflict with human nature and eliminates them through faith, patience, and truthfulness. The Quran's approach to psychological treatment is based on the premise that the basis of human behavior is awareness and vigilant consciousness, not subconsciousness and unconsciousness. God Almighty says: بَلِ الْإِنْسَانُ عَلَى نَفْسِهِ بَصِيرَةٌ﴾ أَلْقَى مَعَاذِيرَهُ ﴿ وَلَو (القيامة: 14-15) A conscious person bears responsibility for all of his thoughts and words, which express his intentions and ideas. His actions contribute to his behavioral life. A reader of the many Quranic verses related to the soul and its conditions will discover that they call for insight and adherence to moderation, balance, and harmony. This makes it a broad field for psychotherapy, which does not negate the serious efforts of psychologists, based on a scientific approach, but rather supports them and helps invest them in an approach disciplined by the concepts and objectives of the Qur’an.

The Islamic law is the final law that will be suitable for people until the Day of Resurrection. This is due to a great characteristic that God Almighty has given this law, which is stability and flexibility. Stability in terms of origins and sources,and chivalry in the rulings that take into account the conditions of people and their times, so Islamic jurisprudence with its principles that deal directly with the sources of legislation and its branches that are represented in the rulings of Sharia that are reached by applying those principles

Thus, since the era of the Companions, the Followers, and those who followed them, the jurists have been striving, using the science of the principles of jurisprudence, in order to arrive at branches that were compatible with their social conditions at that time, until the light of ijtihad faded, and that was with the middle of the fourth century AH, when imitation appeared, which limited the science of the principles of jurisprudence and prevented the use of reason in deduction from the principles of this Sharia. The glue was that people relied on the sayings of the predecessors, never departing from them, despite the predecessors themselves denying this tradition. Therefore, we will present the issue of tradition and the scholars' opinions on it, along with an explanation of the negative effects of this phenomenon, through this research.

of the study: The study aimed to identify the role of e-management (administrative requirements, human requirements, financial requirements, and technical requirements) in enhancing administrative decision-making in Harouge Oil Services Company, as the problem of the study revolves around providing a theoretical framework that includes the intellectual and cognitive aspects of e-management, and knowing the main factors that lead to making rational decisions within the company. To achieve this goal, a questionnaire was designed and distributed to a random sample of (130) individuals from the study community of (210) male and female employees. A number of (123) valid questionnaires were retrieved, of which (120) individuals. The descriptive approach and analytical survey method were used, through the statistical package program (SPSS). After conducting the necessary statistical analysis, the study reached a set of results, the most important of which are: the existence of a statistically significant relationship at a significance level of 0.05 for the dimensions of e-management represented in (administrative requirements, financial requirements, organizational requirements, and technical requirements) on making rational decisions in Harouge Oil Services Company, and that the decision-making process Decisions are not an end in themselves, but rather a necessity to move the organization from its current situation to a better future situation in order to achieve and enhance its competitive advantages through appropriate change strategies. Through the results that were reached, a set of recommendations were reached, the most important of which are: working on holding training courses and workshops to raise the culture of digital transformation within the company.

وللإجابة عن أسئلة الدراسة؛ استخدمت الباحثان المنهج التحليلي التطويري، إذ استخدما المنهج التحليلي من خلال الوصف الشامل للظاهرة وتحليل المعلومات ذات الصلة بموضوع الدراسة، واستخدما المنهج التطويري من خلال تقديم استراتيجية مقترحة لدخول الجامعات الليبية في التصنيفات العالمية للجامعات وفقًا لتجارب الجامعات المتقدمة.

وقد اسفرت الدراسة عن عدد من النتائج، أهمها أن الجامعات الليبية شهدت غياب كامل في أغلب التصنيفات العالمية. وفي ضوء هذه النتائج قدم الباحثان استراتيجية متكاملة لدخول الجامعات الليبية في التصنيفات العالمية للجامعات وفقًا لتجارب الجامعات المتقدمة.

The Impact of Culture on Human Resource Quality Management in Libya "A Theoretical Field Study"

This study aimed to identify the impact of culture on human resource quality management in Libya. The problem of the study revolves around cultural differences, which sometimes lead to differences in the acceptance of policies or administrative methods among different societies. This may also lead to differences in the success or acceptance of the implementation of a policy, method, or measure between one culture and another. To achieve this goal, a field study sample was drawn from three groups: one belonging to a government administrative unit in the city of Benghazi; the second belonging to a major contracting company in the public business sector; and the third belonging to a major private sector industrial company. The descriptive approach and analytical survey methods were used in this study, which concluded that there is a relationship between human resource quality and local culture. All research hypotheses were partially accepted, as there is no relationship between the quality of recruitment and local culture.

Quality in higher education institutions: between the challenges and threats of reality and future aspirations to overcome them

This research focused on the quality of higher education institutions, in Libya in general and at Gharyan University in particular, to reveal the challenges and threats that hinder the implementation of total quality management in some university colleges. The colleges (Faculties of Arts Gharyan, Education Gharyan, and Health Sciences Gharyan) were chosen as the applied field for the study, as they are the colleges in which the researcher worked. The research problem was summarized in the following question: What is the nature of the challenges that hinder the application of total quality management at Gharyan University?

The researcher relied on the descriptive analytical approach, which is based on collecting a quantity of important facts related to the topic and subjecting them to analysis. He also relied on analyzing the information, reports, and experiences of quality assurance and performance evaluation offices in colleges (while alive) available to the researcher.

The research community has been formed of a group of deans, vice deans for academic affairs, directors of quality assurance and performance evaluation offices, and heads of academic departments in the three colleges under study, totalling 34 individuals, to know and study their points of view and their aspirations for the future of their colleges through the application of ٨the comprehensive quality tool, due to their experience in the administrative and academic field. The researcher also used the questionnaire tool to collect the required data.

The research results concluded that the application of total quality management in higher education institutions has become an option that cannot be taken or abandoned; rather, it has become an urgent necessity and a means for survival and competition, especially in light of the successive variables and political, economic, social and cultural developments.

The research also recommends the necessity of working to provide a set of elements starting with convincing administrative leaders and implementing workers of the necessity of adopting and applying total quality management in all operations and working to train and test them according to correct scientific foundations and standards

contribute to the use of administrative capacity on the degree of personal security in Libyan banks through the main question: Is there a contribution in your use of administrative capacity on the degree of personal security in the Republic Bank?

The study community focused on the most important officials related to the subject of the study, numbering 60 officials. A selected survey sample was chosen for the study community consisting of directors of departments and sections at the Republic Bank. Financial data on banking security was analyzed and a model was analyzed. To collect the necessary data, a questionnaire was designed and distributed to the individuals of the study sample in the general administration of the bank. To achieve the objectives of the study, (60) questionnaires were distributed. From it, (57) questionnaires were adopted for the purposes of study and analysis, i.e. (96%) of the distributed questionnaires. The data were analyzed according to the (SPSS) program and the hypotheses were tested. The results of the study showed the following:

- There is a statistically significant effect of using management accounting methods on the bank's banking security level.

- There is a statistically significant effect of financial analysis on the bank's banking security level at Republic Bank.

- There is a statistically significant effect of the quality of services provided on the bank's banking security level at (aljumhuriatu) Bank.

The study also presented a set of recommendations based on the findings it reached to help commercial bank management predict the degree of banking security and make wise and appropriate decisions to provide a sense of security to customers. The most important of these recommendations are:

Providing an advanced system for financial analysis and extracting indicators at the Republic Bank.
The Republic Bank should rely more on management accounting in formulating its future plans to predict banking security and reassure customers by publishing related indicators.
Working to develop an integrated reporting system that takes into account the characteristics and specifications of modern financial accounting information systems, which contribute to predicting the degree of banking security and identifying financial and non-financial indicators.

Abstract

The main purpose of conducting this study is to understand the impact of artificial intelligence applications on improving the quality of external audits. To achieve this goal, a questionnaire containing 38 questions used and distributed to 45 auditors who working for Libyan Audit Office. The main content of this research shows that there is a statistically significant impact between intelligent applications and the improvement of external audit quality. According to the scientific statistics package program, the use of Wilcoxon test and Z tests). Researchers suggest that, it is necessary to utilize the artificial intelligence application of the Libyan Audit Office to improve the quality of external audits. The study aims to identify the concept of the phenomenon of money laundering, its stages, characteristics, methods and causes, its economic effects, and the position of the Islamic economy towards it.

To achieve the research objectives, it divides into three sections. The first section was devoted to the nature, origin, stages, and characteristics of money laundering. The second section dealt with the methods, causes, and economic effects of the phenomenon of money laundering. The third sectionclarifies the position of the Islamic economy on the economic effects of the phenomenon of money laundering.

The research concluded with several results, the most important of which are: the phenomenon of money laundering has many negative economic effects on the level of national income, prices, taxes, balance of payments, exchange rate, banks and financial institutions, etc., and that the Islamic economy has positive effects on national income, investment, banking system, financial institutions, consumption, and unemployment. The Islamic economy was the first to criminalize and prohibit the phenomenon of money laundering as a type of illicit and forbidden gain, so it prohibited all approaches that leading to this type of crime, such as prohibiting theft, usury, bribery, drugs, and all forms of illicit dealings with money, taking and giving.

Contributors to agricultural and industrial output in Libya's GDP

This study aims to investigate the relationship between the two independent variables Agricultural Gross Domestic Product (LNGDPA) and Industrial GDP (LNGDPB) and the dependent variable GDP in Libya using the autoregressive model for distributed deceleration periods (ARDL) during the period 1979-2019. To investigate the existence of joint integration between the variables of the study in the long and short term. The results confirmed the existence of a long-term equilibrium relationship "a relationship of mutual integration" between the independent variables: Agricultural Gross Domestic Product (LNGDPA), Industrial Gross Domestic Product (LNGDPB) and the dependent variable Gross Domestic Product (LNGDP), and the results showed a statistically significant positive relationship between Industrial Gross Domestic Product (LNGDPB) and Gross Domestic Product (LNGDP) in the long term, while it did not appear with regard to Agricultural Gross Domestic Product (LNGDPA). The results also showed a long-term causal relationship from the independent variables combined to the dependent variable.
