Abstract

This study seeks to analyze the repercussions and implications of the Libyan crisis on Algeria's national security and the pivotal role that Algeria plays in achieving the political, economic and social stability that Libya has lacked since 2011. This is done by focusing on studying the foundations of relations between the two countries, the common challenges they face, and understanding the Algerian approach to dealing with the parties of Libyan crisis and the regional and international actors who have economic, geopolitical and strategic interests in this country, which occupies a unique geographical location and has enormous natural resources.

To achieve these objectives, the study adopted a descriptive-analytical approach to analyze and interpret the causes and development of the Libyan crisis, and to identify its repercussions and impacts on neighboring countries. The study also employed a case study methodology, focusing specifically on the effects of the Libyan crisis on Algeria, and drawing conclusions that can be generalized to all of Libya's neighbors. The study was based on the premise that the Libyan crisis was not solely a Libyan affair, but rather had serious repercussions and consequences for the national security of neighboring countries, particularly Algeria. This prompted Algeria to take action on all fronts to resolve the Libyan crisis through numerous initiatives, both with parties to the Libyan conflict and with regional and international actors.

The study reached several conclusions, most notably that Libyan-Algerian relations are deeply rooted and based on geographical, historical, cultural, religious, and strategic considerations. This, in turn, enabled Algeria to play a pivotal and vital role in resolving the Libyan crisis by adopting a strategy based on soft and wise diplomacy and regional mediation. This strategy calls for an inclusive dialogue that leaves no party out, while emphasizing the rejection of any foreign intervention and the preservation of Libyan territorial integrity. This confirms that Algeria's approach to the Libyan crisis is in accordance with its security doctrine and the principles of its foreign policy. Despite the success of Algerian efforts in building strong relationships between the conflicting parties and creating a suitable environment for negotiation and dialogue, these efforts faced many challenges, most notably the multiple regional and international interventions and their conflicting interests, which complicated and prolonged the crisis. The study concluded that the Algerian strategy remains the best option for resolving the Libyan crisis, provided there is coordination and consensus among local, regional, and international powers.
